Lto Moves Travel Ban Against Vehicles With Old License Plates

Does anyone know about this upcoming "ban"? They at first said that all plate covers were illegal which prompted thousands of people to remove their covers, then amended that to just apply to the new plates. I think I have old plates, not even sure. 3 letters and 3 numbers, I think the new ones for private cars are 3 letters - 4 numbers.

REGISTERED vehicles using old license plates can still ply the streets between today and Nov. 9 this year. This, as the Land Transportation Office (LTO) decided to extend to Nov. 10, 2014 the deadline for registered vehicles to replace old plates with the new number plates. LTO 7 Director Arnel Tancinco said the decision was made by LTO central office in Manila as it needed to look into issues raised by some stakeholders. LTO Assistant Secretary Alfonso Tan Jr. earlier ordered that vehicles, which do not have the new number plates, not be allowed to travel. He set the deadline on Oct. 16. The move was in reaction to President Benigno Aquino III’s prodding. Aquino noted that there are still many vehicles that do not have the new plates.

The “no number plate, no travel” policy was later changed to “no registration, no travel,” said Tancinco. He said owners of registered vehicles viewed the “no number plate, no travel” policy
as unfair when LTO was the one that could not promptly produce the plates. But Tancinco assured that the LTO 7 received delivery of 14,983 number plates for motor vehicles and 26,000 new number plates for motorcycles. The new number plates are available for motor vehicles registered from Feb. 24, 2014 and earlier. Motorcycles that were registered from September 2013 and earlier also have number plates."

I will send my wife to LTO soon to ask about this new requirement. What about the license plate mounting hardware that only LTO can install you heard any more about that?  That was suppose to start this year.

 

We finally got our 2014 License Plate Stickers and Window Sticker last week. We re-registered it in February.  What a screwed up mess but its the Filipino way.  Its more fun in the Philippines because it keeps you guessing what's coming next.

LTO has clarified the "no number plate, no travel" regulation. "Clarified" in this context means "we, once again, screwed up and gave out bad information to the public so (for today) this is what we really mean".  And all the people (like me) who removed the plastic and glass covers (deemed illegal) that protect their license plates can now retrieve them from the trash and re-install at their convenience.

THE Land Transportation Office (LTO) 7 yesterday said that it is consulting manufacturers, assemblers and dealers of cars, trucks/buses and motorcycles on the implementation of the “No Registration, No Run Policy.” On Nov. 10, no new completely built units (CBUs) of cars, sports utility vehicles (SUVs), utility vehicles (UVs) and rebuilt trucks, buses and motorcycle will be allowed to ply the streets without valid registration documents, said LTO 7 Director Arnel Tancinco. The documents include the official receipt (OR) of payment of registration, certificate of registration (CR) and authority to use temporary plates.

Soon to be released

Tancinco said dealers will report their sales to the LTO New Registration Unit at the regional office together with all the necessary papers. The new standardized plates that will cover brand new units registered for the first time from Sept. 1, 2013 onwards (for motorcycles) and Feb. 17, 2014 onwards for cars, SUVs, UVs, trucks and buses will also be released. Starting last Oct. 1, all plates were pre-assigned on initial registration to serve as the temporary plates while the regular plates are still ordered for production, Tancinco said.

He said the “No Plate, No Run Policy” means units plying the streets with a valid OR and CR but without special or regular plates will be flagged down and advised to claim their plates from the dealers, or directly claim these from the LTO regional office property section on N. Bacalso Ave., Cebu City.

Procedure

“Owners are advised to bring the original and photo copies of OR and CR to claim the (new design number) plates,” read the LTO 7 press statement. For old design plates, these were already distributed to the registering agencies where vehicles were initially registered and likewise were issued to the different dealers. “So, we advised the owners to claim their plates from the dealers or from the LTO agency where the units were initially registered,” the LTO statement further said. The units covered by the LTO order in relation to old design are motorcycles/tricycles that were registered on Aug. 31, 2013 and backwards; and cars, SUVs, UVs, trucks and buses that were registered on Feb. 16, 2014 backwards. Tancinco said the old design plates will eventually be replaced with the new standardized plates during the renewal of registration scheduled tentatively early next year. “The cost of plate replacement is P450 for the motor vehicle plate and P120 for the motorcycle plate, which will be paid upon renewal of registration in 2015,” he said.

My wife went to LTO in Carcar today to get our new License Plates. She even had a copy of the Sun.Star article with her which an employee looked at but then said the new plates are only for registered vehicles which don't have a License Plate yet. And, she was told to come back on November 9 or 11 to check for the next update, whatever that means.

She even had a copy of the Sun.Star article with her which an employee looked at but then said the new plates are only for registered vehicles which don't have a License Plate yet. And, she was told to come back on November 9 or 11 to check for the next update, whatever that means.

As a side note to this topic, I discovered that the text service (LTO VEHICLE XXXXXX send to 2600) does not work with the new 7 digit plates.  Maximum characters is 6.  I found a 2014 with 5600 km on that I wanted to check, and could not.

 Dumaguete have been told June before new Plates are Available for re registering vehicles. Only new cars get the Plates.

 

Cart before the Horse comes to mind Here.

 

LTO need to do some researching into supply and demand before they issue their ridiculous Statements.
