2. New LRT/MRT routes

3. Extensive tramway system with undertunneling of important crossings similar to Tenerife city.

4. Tax system like the one used in London. Every car, truck, jeepney and bus entering  or driving inside Manila have to pay a tax per day.

5. Reorganization of all jeepney routes to fit to the higher related public transport (MRT/LRT and tramway) system.

6. Electrifizing of jeepneys and tricycles. Bonus for owners will be the exemption from the traffic tax.

One friend took once more than 2 hours in the Ortigas Avenue just to drive 1 km in his car. Average speed was 0.4 km per hour. Ten times less than a pedestrian.

My pet idea is create a brand new and improved Manila 2 somewhere else and half of the people and businesses move there.

Strict enforcement of existing laws and regulations

drug and psychological tests -- severe penalty after 1st offense

drain the swamp of all corrupt traffic enforcers, LTO and upper management

build and maintain rail or public transportation to and from Clark International Airport (reduces congestion at the other airport and vicinity)

maintain checkpoints manned by Philippines Marines (they don't take no chit)

road repair and construction should be planned and implemented by at least a 3rd grade level intelligence

You are probably right Dave, but cost of building is high and it creates a lot of disruption to other traffic during and after construction.  Would need a lot more 2 cars on each model to deal with Manila's population I would think?
