Very old bike might but a modern bike the ignition probably wouldn't start without a battery. Climate in the Philippines kills batteries so applying filipino logic they think removing the bulbs prolongs its life. As we know life in the Philippines is very cheap, obviously cheaper than a new battery.

Actually people with a new bike could put a capacitor in place of the battery and run fine without a battery. As you say, many old bikes didn't need anything.
