Paying bills while outside Philippines

How can it be a recurring payment? That is when one pays the exact same amount each time but in the case of electric bill it wont be the same.

In the real world, all my bills are paid automatically recurring monthly. I get the bill in advance online to verify, then it is paid in full on the due date if the same amount or not. These bills are for the visa, mastercard, toll highway, property taxes, landline, car/condo insurance, condo fees, all of which are different amounts monthly or yearly.

Here, my PLDT and Cignal are paid automatically in the same amount monthly. My electric and water are not even able to pay online so I don't have the automatic option. Maybe Meralco does. It is just people and computers same everywhere.
