Yes I have experienced this expectation that we, the foreigner, will pay for everything: both in the Philippines and occasionally within the Philippine community here in Beijing. On the other hand I have also been treated very hospitably. As I understand it there is a culture of commonality of property and sharing within a group - be it family, work group, or local community. It is just understood that those that have will share with those that have not. But I may be splitting hairs as I think I know what you mean.
