You might want to check. I live @ 10KM from the town of Toledo in a little province area by the ocean, and I was about the 4th person to get the fibre installed.

 We check monthly and as I write this we have No Fibre available for Domestic use (having just been in touch with PLDT)

Just as an add on the link shows the PLDT Fibre areas and as you will see, only 2 Locations on Negros Occidental and they are in Bacolod 1 days travel away from Dumaguete, No, not in my lifetime
