In the Australian example body corporates are registered organisations and their structure, behaviour etc is governed by law and when it comes to the extreme are enforced in The Magistrates courts. http://attylaserna.blogspot.com/2013/10/ra-no-9904-magna-carta-for-homeowners.html How stringently this is followed I would not know but I think it will answer a lot of Questions.

My thoughts on the matter: If that is important to you then buy in a small, high end subdivision where there are not too many residents and they are like minded. That may or may not work but I'd give it the best chance of success, IMHO. No Dave that does not work. When we built there were very few houses in our sub division which I thought was great. Big mistake, within a year houses were going up over the road and close by. The laughter of the workers still haunts us, sure happy sound however 24/7 it's no longer a happy sound. If one thinks that's bad, we'll when these guys get hands on a grinder believe me it never stops,. Thank goodness we bought the two lots beside us, at least now some piece apart from noisy dogs. 6

Filipinos love laws so they probably exist. Filipinos love flouting laws so they won't be enforced unless an advantage is seen.
