For me Bourbon Street condo-tel is a hidden gem. Right next to and part of the Wild Orchid Inn; can use their pool and avail of their room service as well. They are serviced condos, even the small studios are typically more spacious then the average hotel room. 

As a side note their website is slow and a bit cumbersome to use, but the office usually replies pretty quickly to an inquiry.

Oasis Hotel is sort of off the beaten path. My first stay there was 1985. Was there a few years ago and it is still an excellent place for the price.

Lewis Grand and Savannah are pretty good.

I would recommend the Queens Hotel for around that budget.  Location close to the action (if that's where you want to be), is nice, clean, has steak restaurant, lounge, and pool.  Just make sure to specify a non-smoking room in advance if you want one.

SM, Robinson's and to a lesser extent Ayala are the "upmarket" local malls in PI.  Generally more expensive than where most of the locals shop but also generally cheaper than the West.
