I think that was the Bossman making commentary at the end there, not part of the article.

The way we can tell he's Filipino is that he's clergy and his name is being withheld at the behest of the police superintendent.

I sometimes use google translate to convert Tagalog news stories into English. I get a different perspective.

If you search on google news the tagalog word dayuhan (foreigner/alien) articles appear in tagalog referring to foreigners. Here is an example.

Try this. Open the philstar article. cut and paste it into the google translate box, then translate it from Filipino to English. The article sort of sheds some light on why there may be hate foreigner sentiment.  The last sentence in the article sums it up. "This may be a warning to any foreigner critical to the administration or advocacy of "human rights". They can not enter the country".
