Dela Cruz added that the 2 suspects may have thought that the CCTV camera was not working.Authorities said the actions of the 2 are in clear violation of regulations of the Bureau of Customs (BOC) and the Philippine Postal Corporation. Both the BOC and Philippine Postal Corp. strictly prohibit the opening of parcels unless in the presence of the addressee or owner of the package.Initial investigation by the Philippine Postal Corporation revealed that de Leon took foreign currency from the parcel.Dela Cruz said further investigation will be conducted to identify if there are syndicates behind anomalies in the government’s mailing service. The 2 suspects, meanwhile, refused to answer questions from the media.
Candyman Posted September 6, 2011 Posted September 6, 2011 It is high time some of them got caught ! I just do not bother to send anything at all to the Philippines now ! You have to be extremely lucky for even a lousy letter to reach the proper destination, and cards ?.............................................just forget it ! They seem to be able to smell money inside them, even if it is wrapped in blank plain paper as well ! I would say the average was well over 90% LOST, so I do not worry about using the postal service at all now !

gapotwo Posted September 6, 2011 Posted September 6, 2011 If you send cash in the mail, they will know and take it. thats nothing new. its been going on forever, specially during the holliday season. and if you give any value or importance to what you send you should take the extra effort uf using a courier service. (fedex) this pinoy has been there and done that. addapt and improvise, b%&ching about it does not fix it. just this pinoys 2 centavos worth. tanks ej. Call me bubba Posted September 7, 2011 Posted September 7, 2011 Just curious, what if someone started sending "fake or counterfeit" currency in those packages/mail. of course the party receiving would not use nor spend it, but to test or catch these S(onnys)O B, how long would it take til no more is stolen, or how about a DYE PACKAGE the banks use for the bank robbery, bet they would have no excuse to explain how they turned RED. again, typical ppl would ask for forgiveness, that a family member was ill. or they didnt know what they was doing was an wrong act . simple solution,, DONT SEND VALUABLES. dont be cheap
Call me bubba Posted September 9, 2011 Posted September 9, 2011 (edited) here is an update on this story A Customs examiner was relieved from his post after he and a Philippine Postal Corporation personnel were caught on camera pilfering money from a parcel at the government's Central Mail Exchange Center (CMEC) in Pasay City.In a text message to ABS-CBN News, Postmaster General Josie dela Cruz said Customs Commissioner Angelito Alvarez supported the case against Customs Examiner Omar Said and Postman 1 Lovelyn de Leon.“Got a call from Commissioner Alvarez. He's relieving the inspector. He supports us,” said dela Cruz.Dela Cruz said the incident is merely an example of anomalies at the CMEC. “’Yung nakita kasi ninyo is one incident. It’s a prototype ng mga nangyayari sa CMEC several times over araw araw,” she said.Dela Cruz also expressed dismay over the failure of the inspectorate office of Philpost to arrest the 2 individuals while they were committing the pilferage.De Leon will undergo a formal investigation because of the issue. He has already been suspended but may face more serious punishments if found guilty. “Administrative, tungkol sa trabaho ‘yan. Pinakamataas na [parusa], tanggal sa trabaho, tanggal lahat ng benefits,” said Atty. Lee Viceral, director legal service of Philpost.Meanwhile, the owner of the parcel was notified by Philpost. The owner will serve as the complainant in the case. Authorities said officials and personnel of the post office may be reshuffled because of the incident. The incident was captured by a closed circuit television (CCTV) camera, which showed de Leon and Said opening a package and retrieving a white envelope from the back of a cellphone. De Leon later admitted that she took foreign currency from the parcel.Authorities said the actions of the 2 are in clear violation of regulations of the Bureau of Customs (BoC) and Philpost. Both the BoC and Philpost strictly PROHIBIT THE OPENING OF PARCELS UNLESS IN THE PRESENCE OF THE ADDRESSEE OR OWNER OF THE PACKAGE, http://www.abs-cbnne...ilferage-sacked WOULD SOMEONE please translate the non english parts, thanks :attention: SEEMS the these philpost employees suffer I dont know the rules syndrome,or it doesnt apply to me. but I must note, i have met a few philpost workers that Try very hard to do a job .example. when i was mailing an item overseas i was shown how to save a few pesos on the mailing cost,#2 i had some non prescription medicine sent to me, The lady explained that this was "not"allowed (thinking it was a PRESCRIBED medication),when she was informed that it was an Over the counter item, and i showed her what the medicine was , she was relieved that it was only a OTC not a dangerous drug.( i later learned some drugs had come thru that office a week before so they were leery of anything that was in PILL FORM.) Call me bubba Posted September 9, 2011 Posted September 9, 2011 UPDATED ARTICLE An employee of the Philippine Postal Corporation is now denying that she took money from a parcel at the government's Central Mail Exchange Center (CMEC) in Pasay City despite CCTV footage that recorded the theft. Postmaster General Josie dela Cruz said Postman 1 Lovelyn de Leon is NOW DENYING STEALING ANY MONEY(yet she was caught on tape/cctv) from a parcel that she opened last Friday."Kinakaila na niya, ayaw na niyang aminin ang theft. Sinasabi niya kailangan niya ng abogado. Inamin niya na pera nung una pero hindi sa presence ng isang abogado so hindi siya naisulat para maging formal statement. Ngayon dine-deny na niya," dela Cruz told ABS-CBN's "Umagang Kay Ganda." CCTV footage taken at the CMEC office last Friday showed de Leon opening a package that contained a cellphone. She then opened the back of the cellphone and a man, identified as Customs Examiner Omar Said, retrieved an envelope from the back of the phone.Dela Cruz said the owner of the package revealed that the envelope contained 100 Euros.Atty. Romulo Mahor, CMEC special deputy collector, said the Customs examiner had admitted taking the 100 Euros from the parcel. However, he also said the opening of the parcel by the Philpost employee and the Customs examiner is allowed especially for packages to be sent to provinces where there is no assigned Customs personnel. This was denied by the Postmaster General who said the Postal Code of Procedures clearly states that any opening of a parcel should be done in the presence of the addressee or recipient of the package. The postal employee involved in the alleged theft has been suspended pending an investigation while the Customs examiner has been relieved of his position. Culture of corruptionDela Cruz, meanwhile, said she is shocked by the prevailing culture of corruption inside the Philippine Postal Corporation. She said Philpost receives numerous complaints on money and other items missing from the mail. An earlier report said Philpost loses P1 million every week due to pilferage of parcels and the alleged illegal imposition of Customs taxes. She said that on the day of the alleged pilferage, at least 3 complaints were filed against Philpost employees including a postman who lost a P660,000 cheque in the mail. She said the discovery of the pilferage done by de Leon and Said showed that Customs and Philpost employees are working together to perpetrate theft."Tiyak na magkakakutsaba. There are no dividers here, no cubicles. It's like a culture. They were taking their sweet time, OK lang na may nakakita," she said.Dela Cruz also lamented that 9 out of 10 parcels coming through CMEC are reportedly stamped with “subject to Customs” and placed on hold. She said the Philpost is unable to use four of its express mail service (EMS) delivery vans, which have been used to hold more of the items seized by the Bureau of Customs. http://philnews.com/headlines/2011/headline_news_0908d.htm

Warlord Posted September 19, 2011 Posted September 19, 2011 Over 10 years I have sent a few things and maybe one time it has arrived um opened all the other times it was opened and resealed and things was missing especially if your mailed package is going to the provincial area since they contract that out to filipino's who work out of their home and for sure your person you ,ailed will recieve a package or mail that has been opened and resealed if they recieve it at "ALL" I have even seen them give it to a neighbor to deliver to the person who lives next door ..Simply put mailing anything outside Cebu City is a huge risk of ever arriving NO MATTER HOW YOU SEND IT! Balibykan boxes seems to be the only exception but upon arrival you must pay customs and etc charges ... The Philippines is a very difficult place to ship mail anything.. The only good way is too bring it in via your luggage ... PERIOD! Warlord
