Could it be that we are supposed to read between the lines? You have 10 houses gutted with 120K pesos damage. That is a squatter's area. It would be bad for the author's health to accuse any local and powerful people of burning out more squatters so he words it in such a way that we can read between the lines and see what is going on. Or it could be lack of a proofreader
