Below is what I copied off the web site and now one must appear in person at the embassy if outside the Philippines to renew a PI passport or get a first time. http://www.philippineembassy-usa.org/downl...DC21Oct2008.pdfAll applicants whether for the renewal of a passport or those applying for the first time MUSTappear personally at the Consular Office of the Embassy to affix his thumb mark and sign hisapplication form.
