And... assuming there will be some members advocating that old favorite.... do nothing but comply with any demands..... Well there are no shortage of news reports with the family saying WHY? They got what they wanted.... he did not fight back... why did that have to shoot him?

 

In some cases the person being robbed still gets killed but I think I would rather take the risk and give it to them because not every case ends in death. Your logic is since you are going to die fight back but you are probably and in most cases making a bad situation worse, besides if their going to kill you its best to give them money with no blood spattered on it just to be nice about things.

Witnesses said the hotel, which sits at the corner of EDSA and Roxas Boulevard, has tourist police officers and the area teemed with traffic enforcers but it took at least an hour before Franz was taken to the San Juan de Dios Hospital across EDSA

It took them "at least an hour" to get him across EDSA to the hospital? Something seriously wrong there.

By the way, this type of armed robbery is less likely to happen in Cebu. If you attack a tourist, both the city and provincial government practice a different style of justice, much to the dismay of human rights groups.

 

I think you are getting Cebu mixed up with Davao JJ

Davao received some really press because the police "salvaged" both adults and under aged drug pushers. The problem was the mayor hinted it was part of his tough on criminals political campaign. A priest led the media campaign to stop the practice.  

 

Cebu is a vigilante group supposedly with no ties to law enforcement. The police fails to captured an armed robber, but the family receives a call on the robber's mobile phone as to where they can collect the body, usually an empty field. Human Rights groups complain, the government promises an investigation, nothing happens.  

 

Kindly note there were just a few incidents, but criminal elements immediately got the message. Repeat offenders like pickpockets released from jail are told to make Metro Manila or another city their new home. I was told they are offered money for transportation.

Here's another article on this tragedy.  They know who the owner of the car is.  It's interesting the posted the plate # and the owners name.  I hope they catch the murderer soon.

" Investigators have identified the owner of the getaway car used by the robbers who shot dead a French tourist in Pasay City Friday, an official said yesterday.

Land Transportation Office records show that the Toyoto Corolla (PSV-450), seen used by the robbers who killed Hofman Pierre Paul Franz, is registered under the name of Elmer Gamelo.

Two police teams went to Gamelo’s listed address in Las Piñas Saturday but failed to find him there, said Senior Superintendent Conrad Capa, deputy chief for operations of the Southern Police District. His sister told police Gamelo has not returned home since Friday.

“He is not yet a suspect in the killing. But we are conducting a background investigation on him to determine whether he has past criminal records,” said Capa, the head of Task Force Hofman.

A source said investigators are comparing three shells of .45 caliber bullets recovered at the scene of Franz’s killing with those from the murder of Police Officer 2 Jesus Lapuz, who was shot dead in front of the Japanese embassy last year by one of two motorcycle-riding men tailing a tourist bus he was escorting."

I hadn't either but I found quite a few articles on it, mostly under the former administration.

Cebu City "vigilante group" was very active up until about four years ago averaged about one summery execution a week. Adonis Dumpit was most likely one of the leaders with support of Mayor Tom. Cardinal Sin the USA and other leftist groups pressured Tomass to run the group underground. There are still executions carried out but the newspapers don't make much of them any more and "vigilante group" is never used.
