Russia is an European country :) a member of the European Vision (or what the TV union is called) so they don't need any invitation, all European countries are allowed to compeete every year. So we can't exclude them from the contest, although it would have been nice some years when they had behaved extra bad... Israel have had a standing invitation many years (same as with continental sports events) because of the extra safety risk if they would compeete against Asian arab countries.
