By what the video shows the train is moving slow and horns blaring. I guess they know the timetable and because the trains move slow there appeared plenty of time.

Also much safer, as there are currently no trains running through Laguna. 

Would be nice to see the train running again between Manila and Bicol. In the early 90's, i took the train from Manila to Naga and even though it was rather slow, it was an interesting trip!

The trains aren't going that fast. Train tracks vibrate quite a bit if a train is anywhere near, should give plenty of warning.
