Dave, most if not all subdivisions in the Sta Rosa area are strictly enforced.  The one we currently rent in is very well maintained and enforced.  There are usually always at least three guards at the gate.  Visitors are held at the gate until the resident is contacted is contacted for approval.  Either by phone or one of the roving guards stops by the house and confirms it is okay for the visitor to enter.  With no id, no one is allowed to drive inside unless escorted by the resident.  Walk ins are allowed without id but must sign in and log out when leaving.  If we are expecting you as a guest Dave, we call the guard house and let them know we are expecting you and you will not be delayed.  It took a little getting used to at first but we feel really safe.  I don't even lock my car at night parked on the street.  Now, there are some other subdivisions that are much more lax, but then I would have to lock my car and hope it was not tampered with when I returned.

I'm in favour of an HOA, on the whole

 At least it's another option to resort to when you are unwilling, or unable, to talk reasonably to errant neighbours.

Main beef I have is the lack of enforcement of rules about dogs - we have 20+ dogs in a single street with 9 inhabited houses. One barks, they all do. HOA seem toothless - pun intended - to sort things.

Second problem is eyesore structures added to houses - new subdivision with strict rules that are ignored by many. 

That said, they are responsible for street lighting and security and do ok on these. 

Another bugbear is the apparent 'voluntary' nature of monthly fees - seems many don't bother paying with no immediate repercussions. They still get lights, security, garbage collection etc. Very selfish IMO
