They know that when University is out for their summer break then the traffic is always less. Now is the usual "summer break" reduction in traffic. Now is a great time to implement their "discipline zone" as all the school traffic is gone for a month and they will be able to scream: SUCCESS, we did something positive! But when school is back then the traffic and parking will go back to normal and it would take a virtual army to enforce it.
