I have read and heard that these are no banned and fines will be issued if you are displaying a PNP Plate. Therefore I removed mine, but I'm still seeing many cars displaying them, any advice would be great.

It is the police HPG who are confiscating the "unauthorized" plates.  Are the police approachable and do you still have your receipt?  If I had an authorized plate that I bought from the police then I would go ask them if it was still valid.  Other than that I got nothing

To save any hassle I would leave them off until you are sure of the situation.
