It's been discussed several times on here and someone has a letter from immigration stating that a BB doesn't need an onward ticket.

Well I would suggest that he contacts the Bureau of Immigration and asks THEM then.

 And How does the  Airline at departure know he is going to get a BB?

 We are or should be aware of the Tightening of Entry to to PI, what you all going to do when it gets real, BB's are only Good at Arrival, This One year out of the Country will cease to be lax in My estimation BUT it's OK i don't need a BB so you all just go on and I bet not one of you will say OH! OH! maybe I was wrong 

 As we know Everything is so Different day to day here

If it were me, i'd not take the chance and buy the throwaway ticket - I'm a worrier by nature and the extra few bucks would give me peace of mind regardless of the mood of the immigration officer on duty at the time of arrival.

Actually you don't need an onward ticket if arriving as a balikbayan........but it would rely on you finding a check-in agent that knows the rules, probably easier to just get a throw away ticket.

But the wife of the OP is resident abroad so the 1 year doesn't apply.

Yes you are correct. I got confused with her 5 year UK visa.
