This happened to me twice in the past, both times on Korean Airlines and both times it was a new employee at the check in counter. My advise is just keep cool and keep insisting on talking to a more senior employee until one who knows the system arrives. Both times the poor young lady was full of apologies and lots of bowing and smiles and on the plane we went.

Yes that is true if you are traveling together. The rules say you must have  marriage certificate with you and I know some will say no one asked but to make life easy follow the rules. 

A quick update. We arrived at Terminal 1 a few days ago. Line to immigration was long but moved quickly. Wife and I had to go to separate windows but we were side by side. She showed both her PI and U

They should know.

If you can read this the only passengers that need an onward are tourist and 9a

She showed both her PI and USA passports. (Had our marriage certificate handy just in case) We were both given the 1 year Balikbayan no questions asked.

Its been several years since my last stay. First time for me getting my fingerprint scanned.
