So if i purchased a used vehicle at Davao City, do i need a updated Phil drivers license?, and a renewing of the new owners registration of the vehicle purchased?, from the seller to buyer registration?,

You don't need a updated license, the main thing you need is the notarized bill of sale signed by you and the seller. Make sure you get a copy of his drivers license and have him sign it 3 times. This is one thing the HPG looks at closely if the signatures don't match they will not transfer the vehicle into your name. It can be a hassle if its not right thats why alot of filipinos don't complete the required paperwork. If you have a trusted lawyer have them check over the paperwork.

And passport or similar.  LTO in Dumaguete now require 2 pieces of ID from the seller, signed 3 times.
