And to be fair many Filipinos would never choose to leave. My Father In Law has a visa but did not even want to visit.

It's hardly a surprise that people living in a country with limited opportunities and welfare provisions would wish to move to one where, if they believe the hype, the streets are paved with gold and everything is provided by the state - this can be the UK, the USA or pretty much any western country.  The reality may be different but still better than what they are leaving behind in many cases.

Certainly nothing earth shattering in that report. All stuff everyone should already know in order to keep themselves safe when traveling anywhere in the world.
