I just assumed the prosecution would be by government lawyers.  Maybe it is different here, both sides have private lawyers?

Agree.  He was tried, convicted, and sentenced by the Philippine justice system.  He served the sentence and according to Philippine rules is entitled to go free.  Duterte made the right call and prevented the justice system from having to make a call that should not have to be made.
