Yes, I believe so.

The SRRV is a lifetime visa and its holders are exempt from Bureau of Immigration requirements. SRRV-holders are also eligible to work, study or invest in the Philippines.

Yes, OMW you are correct. That is one of the reasons I opted for that visa, even though I am not working here. There may be more rules regarding work, but the SRRV offers a lot of freedom from many regulations. It is not a cheap visa, but it is comprehensive and mostly a good deal, in my opinion.
