This isn't that complicated:  the law regarding not being alone with any non-relatives under 18 only applies to foreigners, because, third time now, there is a loophole for locals.

Meaning, again back to the point, that absurdly low age of consent only applies to locals, never foreigners.

To keep it simple:

For a foreigner, HIS nephews and nieces (by marriage) are fine, as are stepchildren. 

Minors more distant than that are NOT fine, and you are vulnerable, so be aware.

Unless the foreigner is age 27 or less, then it gets complicated again.

Why do you think that would be ? 

It has nothing to do with the foreigner's age, but with his relationship to the 'other party' . 

Not talking about having a sexual relationship, but simply being 'in the company of'.... as referred to in the law... which can snare a lot of foreigners, if they are not careful.

I.E. Don't be 'in the company' of a minor, whatever YOUR age,  unless that minor is closely related to you. Niece, nephew, or step-child...or your own offspring, of course. 

How clear does it need to be ?

Because it's right there in the act itself, it doesn't apply to anyone, foreigner or local, if they aren't 10 years older than the minor...
