It's a progressive city with reasonably good local government and an acceptable level of shopping malls and a few good hospitals. Traffic is becoming a bigger issue than it used to be as the city has developed but that's going to be the case wherever you choose if you want good facilities. It may or may not be a negative point (it definitely isn't for me) but there is not a very active ex-pat community. Boracay is a 4-hour drive away so you have reasonable access to a good beach as well. There is a new international airport so you can avoid having to go through Manila should you wish. If someone prefers to live in a place that is like the US, then why not just settle in some place in the US? Why come to the Philippines at all? One can find many places that are "the same" or very similar, within any given country. I just made a comment based on what was posted, HK... USA has an incredible diversity of locations, climates, etc... I, personally, chose Philippines because of climate, people, culture.
