Might be so but Cebu airport require it or at least did and from Google it says all airports including Manila.

No one asked us for it on our arrival March 2?th. Only the OneHealth QR code was required.

As I said, "did" meaning at one time which might have changed and probably replaced by one health pass but the app is still there and working if anyone wants to use it. It's a bit like we did have to wear a face shield and if we had a back rider on a motorbike we did have to have a shield between us but many things change, some they announce and others just drift away.

Mactan-Cebu International Airport implements use of Traze contact tracing app

GMR MEGAWIDE Cebu Airport Corporation (GMCAC) joins the Department of Transportation (DOTr) and the Mactan-Cebu International Airport Authority (MCIAA) in the implementation and usage of the contact tracing app, Traze, at Mactan-Cebu International Airport (MCIA).

By downloading and registering for an account on the Traze App, passengers scan the QR codes located at designated points in the terminals before being allowed to enter the airport. Passengers without smartphones to download the app can approach the Malasakit Helpdesks located at Terminal 1 Departure Grand Lobby and Terminal 2 Arrivals.

Starting November 28, 2020, all passengers will be required to download and register on the Traze app in order to be permitted entry into the terminal.
