Masking outdoors in Cebu province no longer required

A recognition of what has already happened?  In our area most folks stopped wearing them outdoors some time back.

(UPDATED) Wearing face masks in well-ventilated and open spaces in Cebu Province are no longer required.

Cebu Governor Gwendolyn Garcia on Thursday, June 9, 2022, issued Executive Order (EO) No. 16, stating that the use of face masks will only be required in closed and/or air-conditioned spaces, and will only be optional in well-ventilated and open spaces.

“The wearing of face masks shall be required only in closed and/or air-conditioned spaces. The use of face masks shall be optional in well-ventilated and open spaces,” Garcia said in her EO.

The governor, however, clarified that people who are experiencing Covid-19 symptoms such as coughs, colds, fever and runny nose should wear a mask to avoid infecting others.

"Persons are highly encouraged to continue to wear their masks, especially in crowded outdoor areas. Persons who are unwell with symptoms of Covid-19 such as fever, cough or runny nose, are required to wear a mask at all times when they leave their homes," the EO said.

The wearing of face masks was mandated by the Department of Health during the outbreak of the Sars-CoV-2 (now Covid-19) virus in 2020.

Two years later, the mandate is still being implemented as coronavirus cases continue to increase and other variants and sub-variants are discovered.

Police have also been strictly enforcing the mandate, reprimanding individuals who are not wearing masks or not wearing them properly.

Garcia earlier said with Covid-19 cases continuing to be prevalent in Cebu province, it is appropriate to implement measures for the new normal.

In April 2021, Garcia said fining people who do not wear masks is “anti-poor.”

In the same year, she also ordered police to provide free face masks to Cebuanos who are not wearing them.

The province is under Alert Level 2 until June 15. (ANV/JGS)

cebu city does seem to be a trend setter when it comes to common sense politics,,,,wish others would start getting the idea

In Dumaguete everyone is still masking up, but up in Guihulgnan where we have the house no one has worn one for  over a month now.  It's not the LGU being independent, they just stopped wearing them and no one is enforcing.

Its Gwen Garcia rather than Cebu City.. . She long ago decided that Cebu should make its own rules and forget listening to dictates from Manila. And seems shes both  right and popular .

She did a lot to get tourism going again in Cebu province during covid. Good to hear intelligence to situations instead of the illogical utterings from DOH.

It's not in Cebu City yet sadly.

Cebu Province covers the island of Cebu so Cebu City should be included.

Really Mike, I didn't know that. Thank you for the info.  I was of the understanding that Cebu City operated under different rules.  My missus is from Cebu City and tells me it is seperate rules from Cebu Province.  Perhaps JGF can throw some light on the subject?

CEBU CITY, Philippines – The Department of the Interior and Local Government (DILG) said it does not recognize the executive order issued by Cebu Provincial Governor Gwen Garcia on ditching the use of face mask when outdoors.

In a statement the DILG released on social media on Friday, June 10, 2022, DILG Secretary Eduardo Año said President Rodrigo Duterte has directed the use of face masks except under circumstances defined by the Inter-Agency Task Force (IATF) on Emerging Infectious Diseases, and the current IATF protocols allow only for “specific instances” when masks can be taken off.

“This Department does not recognize the Executive Order issued by Cebu Governor Gwen Garcia because we have the IATF Guidelines approved by the President. The Philippine National Police will continue to confront, apprehend, and arrest, if necessary, all violators of IATF Guidelines and MPHS in the Province of Cebu.” part of the statement read.

Garcia issued Executive Order (EO) No. 16, dated June 8, 2022, ‘Rationalizing the Wearing of Face Masks within Cebu.’ The governor said that as a necessary step towards the new normal, there is a need to rationalize the requirement on wearing of masks.

But the DILG emphasized that adherence to the imposed and approved health protocols is a vital key in defeating the current pandemic.

“Wearing of face masks, together with vaccination and boosters have helped keep our COVID-19 case counts low despite the detection of new subvariants. Scientific evidence worldwide proves that the use of face masks reduces the transmission not only of COVID-19, but also other infectious diseases and respiratory diseases including Monkeypox, should it reach our country,” Año said in the same statement.

The DILG then continued to urge those who have not yet been vaccinated against COVID-19 to be inoculated as soon as they can.

Ano is out of a job in a couple weeks. Hes an ex military man unused to the logical lateral and empathetic thinking of Governor Garcia. Just used to Yes Sir No sir.
