That is what is so aggravating about gov offices here.  It appears that central does not tell each office what any minimum requirements are.  E.g., if forms are typically filled out onsite, a place to write is a minimum requirement.  My local Olongapo office is small and not busy, but was always well run when I visited.  They have a 4 seater Lifetime card table for those that need to fill forms and about 12 waiting chairs.
