I just did a search on the Philippine airlines website of what is required for inbound tourists.

- negative test 48 hours prior to travel.

- one health pass.

- outbound ticket, not more than 30 days.

At least they dropped the mandatory insurance requirement.

Test not required if fully vaccinated. It has been that way for some time.

COVID-19 Test

Required

Negative RT-PCR test taken within forty-eight (48) hours prior to departure from the country of origin. 

EXEMPTION: Negative RT-PCR test is not required for the following travelers;
1. Filipino and foreign nationals aged 18 and above who have received primary series of COVID-19 vaccine, and at least one (1) COVID-19 booster shot administered at any time prior to departure
2. Filipino and foreign nationals aged 12 to 17 who are “fully vaccinated”
3. Filipino and foreign nationals aged below 12, regardless of their vaccination status, who are accompanied by their parents or guardians who fall under item (1) above
4. Children below 3 years old

To come back nothing has changed for months.

All you need is  the one health pass you fill out online.

You must have 3 shots of vaccination and proof

Yes if a tourist an onward ticket.

That's it, no test

If you have those requirements it’s pretty easy to get in now. I’ve been twice this year and it was quicker getting in than pre covid.

Its time to get rid of the One Health pass...seems by implementing this, Philippines has found 0.06 cases in arrivals coming in... meaning 99.94 % people arriving  have had to waste their time getting the One Health pass.

It probably isn't needed now but it's not like it's difficult to do, last time it took me all of 5 minutes.
