Follow the money.  But you are correct, it is silly for an airport serving Negros Oriental to be in a place that requires most of the province to drive through Dumaguete to access it.  Or shall we just agree that you, I, and the deceased Governor believe its a silly place for an airport and others will have their own points of view.

i don't even consider the USA to be a true democracy. But the US has plenty of corruption, it is just way more expensive than the Philippines. At least a person of moderate means can participate in the corruption here.

Sadly for many there's the public face and the private person.  I'm shocked it's not a more common affair here. If we can see what is going on you can bet many locals do also and when life is cheap sometimes being corrupt and earning lots of money only pays off in the short term. 

I've been watching a locals argument where I live playing out in public view, they are pretty well connected and already had disputes using guns over land grabs. One is a failed politician the other linked to politicians.  I can see it ending badly.
