Ah, the Philippines. I guess the privilege is for citizens only but there is no system to check this. So, as long as there is no random check no issue.

Never saw that form for the balikbayan boxes I got, just a blue/pink 2 layer form for listing the contents in the box (with some sender and receiver details).

And tick boxes to say none of 'these things'.

It could be just another thing enforced more by / on the US, I wouldn't be surprised.

This is the strangest form.  "You may only avail of the BB Privilege if you are a Qualified Filipino".  But then it gives an option for Non-Qualified.  Ahhhh!  I see it now.  We are cherry picking from that link and ignoring the part that says "Anyone can send a Balikbayan Box"

My wife sends boxes, as do many members here, but they either pay the duties OR send stuff that is duty free . . . or at least listed as such wink wink.
