Are there such things to pay if you move to the Philippines, like tax on your savings if they was in a bank account or are there accounts just like a ISA here in the UK,

Basically, 10% tax deducted automatically by banks on savings interest.  I believe that there are some accounts which are free of tax if investment is held for longer than 5 years - a kind of fixed interest account.

Banks automatically deduct tax from any savings interest.
