As of late 2011 the only place to get your wife's ID certified was the RAO office in Angeles City (or so I was told). And they want to see the original passport for your wife. I filed my 2010 taxes and claimed my Filipino wife. I simply told them my wife's ITIN was being processed. When I contacted the RAO office for this service, I offered my wife's various IDs, none of which met the IRS requirements to them. So she had to obtain her Filipino passport. Which she did not have. Our last go at that was such a fiasco with travel back and forth. This time she is married to a foreigner which meant she had to go to a seminar on the dangers of foreigners. But her PRC ID and her University ID seemed to work wonders in terms of all the other hoops she needed to jump through.So now we will have her Filipino passport (sometime this week) then I send it down and a copy of my last IRS filing and she will get her identification "certified". Then off to the IRS for her ITIN to be assigned. It can be done, but get ready to do the circus dog routine.

I thought the guy at the RAO at Angeles City was an IRS agent to assist in getting your Filipina spouse her TIN! Exactly, he can assist in certifying the documents showing her identity and marriage. But I don't think he (Jim Boyd) can issue the ITIN itself, that request still has to be submitted to the IRS at their Texas address.

Yes you guys are correct I did this last year ...... you need to contact him and he will tell you what to do ...... Leony Arceo is his secretary and will handle all the paper work ..... phone number is 045-888-2748 ...... very painless just call and they will tell you what you need to do ..... must send her passport but they will send it back to you ..... they will send all paperwork to the US and the IRS will send her back a ITIN number for you to use next time ....... simple
