yes true by law HOR  capped at 435 but reps are proportionate to population, so they would still garner a large amount of reps.

If the Philippines had become a US state perhaps there wouldn't now be 103m and the small population lifted out of abject poverty.

That is exactly what my Filipino family is always talking about.

They would have preferred to have "a country run like heaven by the Americans" instead of "a country run like hell by Filipinos"... but prominent nationalists such as President Manuel Quezon were in the majority at the end of WWII.

That makes sense.  Ask any filipino if they would rather live and work in Philippines or USA and see what the majority say.  I know where I would put my bet.
