The longer it takes, the shorter peoples memories become, and the more money gets siphoned off of that they stole. From all reports, it appears Legacy owner ripped off a lot of people, yet he sits comfortably in his hospital room instead of rotting in jail cell where he belongs, if found guilty of the charges.
