Is The Philippine Govt Involved With The Abu Sayyaf?

This online newspaper in its commentary seems to insinuate that the president of the Philippines and other high up government officials may be involved with the Abu Sayyaf and are possibly taking some of the ransoms paid for the kidnappings. I know one thing, the military higher ups must be involved in someway because it would be impossible for the Abu Sayyaf to continue to escape otherwise.So my question is, why the hell would a government allow kidnappings which makes them look bad, even if they get some money out of it? http://www.tribuneonline.org/commentary/20090402com1.html

I think the second part of your question answers the first part. Also, an appropriate followup question would be....Makes the govt. look bad to who?
