MANILA, Philippines – New license plates that feature multiple security features will become available to replace old license plates starting Monday, in line with the government's license plate standardization program.

"It's time to change old license plates with new ones," Transportation and Communications Secretary Jun Abaya said in a statement on Sunday. "Tomorrow, we begin phasing out the nine various designs currently in use with modern, standardized, and security feature-packed license plates."

"We advise the public that their new license plates will be ordered upon renewing their motor vehicle registrations beginning this year," added Land Transportation Office chief Alfonso Tan Jr.

The new license plates for motor vehicles will feature a black and white design, and will have tamper-resistant locks and screws which will permanently attach the plates to the vehicle, preventing their removal and transfer.

They also feature reflectorized sheeting to make them visible from afar and from any angle.

The permanent "third plate" windshield sticker will replace the current yearly sticker, and will indicate the vehicle's license plate number and other relevant registration information.

The windshield sticker cannot be peeled off without leaving these pieces of information on the vehicle's windshield.

The entire standardization or replacement program will last until 2017.

New plates will cost the same as existing plates, which is P450 for four-wheeled motor vehicles. Once replaced, the old license plates will no longer be valid for any purpose, but may be kept by their owners.

The LTO has been issuing new license plates to brand new vehicles being registered for the first time since May 2014. January 2015 marks the start of replacing old or existing license plates with new ones.

"These new plates will help improve road safety by curbing illegal practices such as tanggal-plaka, or plate removal and switching," said Abaya, noting that those illegal activities were prevalent in carnapping and colorum operations.

"They will help enforcers catch criminals and enhance safety for the public," he added.

Tan also explained that those who have old license plates will retain their existing plate numbers and not have their alphanumeric combination changed.

"Only vehicles registered for the first time will be issued the three-letter, four-number combination," Tan clarified.

I saw that also. This is one area where I have found it beneficial to employ a fixer. We drop by the local LTO, visit the kiosk of our insurance agent and she takes care of the registration each year. Hopefully she will be able to deal with the new plate thingy. The WIFE say she can, so I am officially out of the decision making loop.
