If it is for your wife, the answer is no.Other countries require it but I didn't need any last year for my wifes visa, so I don't think you would need it at all for Canada..

Hi Tom:"Red Ribbon" is an over authentication of original documents, like the NSO birth certificate. Not everybody does it anymore, for example the government itself doesn't do it anymore. The so called Macapagal red ribbon doesn't exist anymore, even though some foreign governments may ask for it. I think NSO still does it but it is a longer process and better (faster) be done by agencies. It can only be done in Manila (of course) because the reason being asked for it is falsification..It is for paranoid people who don't believe anything. Of course, the red ribbon could also be fake..
