I want a something that I can pay a monthly membership fee for that will allow me to surf privately here in the states and will also allow me to "appear" to be in the U.S. when I am traveling abroad since some sites can't be accessed due to location. The VPN I use is called "Private Internet Service"; it's non-logging. Very satisfied with it, among other things comes in handy when doing banking transactions and making online payments. As an example, some companies, like Norton, don't offer the "USA" for a billing address in their payment section when logging on from SEA.
