Looking at the comments on the link JP provides shows that there is no one who believes the bullet was not planted.  It does say the bullet was in the pack of the filipina, not the Canadian so why are they even contemplating charging him with anything?

There are quite a few unanswered questions here.  Firstly, what is the point in anyone taking a single or a few rounds of ammunition through security check, if the have no gun to use them?  

Secondly, why did the westerner not follow up his complaint or at least head straight to his embassy?

At the end of the day she had the bullet that would normally mean only she had to answer the problem, but as we all know, that is

not how it works, not only in Phils, but throughout Asia.
