Motor Vehicle late Registration and Transfer of Ownership

Good day, first time ko po dito and i signed up for this concern. Bumili po akong CRV sa Maynila and binyahe po siyang Davao after paying sa may-ari without transferring the ownership kasi akala naming dalawa na pwede sa Davao isettle yung transfer of ownership. The following day is her flight na kasi so hindi na din namin naisettle. 

Nasa Davao pa rin po yung CRV pero no renewal of registration for 2 years na po. Pwede po kaya irenew yung car registration sa Davao City with the absence of the previous car owner? at the same time yung Transfer of Ownership din ba pwede sa Davao isettle kahit wala po yung previous owner? 

Salamat po talaga sa tutugon. Never ko pa siyang naidrive every time umuuwi akong Davao kasi di pa nakapangalan sa aken. Please help po. Thanks
