Airport Departure Travel Tax not required for filipino with US greencard

We found out on our recent visit, our first visit back since my wife got her US greencard, that a filipino with a US greencard is not required to pay the departure travel tax at the airport. The filipino does have to visit the travel tax booth and show their US greencard to get a paper exempting them from paying the travel tax.

Wish we had known that when we flew from Manila to HK. That would have saved us the ~1600 peso travel tax we paid.

Wait!  There is a new proposal to replace the departure travel tax at the airport for Filipinos with a PHP 500 tax to apply to all travelers including foreign nationals.  Knowing how bureaucrats think, the end result will probably be to retain the current departure travel tax for Filipinos and then apply a PHP 500 tax to the rest of us.

Additional Notes:  

1. Airport Terminal Fee of PHP750.00 (approximately $15.00) is separate. No one is exempt from paying the Airport Terminal Fee.  However, the Airport Terminal Fee is usually already included in the price of a ticket.

2. The Departure Travel Tax applies to foreigners who have stayed more than a year in the Philippines.

The reason for the travel tax exemption is because the green card implies resendence outside the philippines. We used to get the exemption 20 years ago before my wife got her UK passport.
