What kind of important rights you will be qualified for when you become a permanent resident through 13A visa in Philippine ??

A 13A visa (married to a Philippine citizen) is a permanent visa provided you remain married.  The ACR card itself does have to be renewed every five years, but the visa is permanent.  The only requirement is the annual report during January/February each year.  Because it is permanent there is no need to ever exit and reenter the Philippines as is the case with a visitor visa or using the balikbayan privilege.   You are also allowed to work if you have a 13A visa.

Can OP answer why as a Fiipino you are asking?

There have been quite a few new Fiipno accounts on here recently, I'm just curious what is bringing everyone here?

The OP might be asking on behalf of someone else. Don't know why members jump down their throat at a question.  Also often members dont set up their profile correctly and can show the wrong flag of country of birth.

A returning Filipino has some duty free import rights, amounts vary ( https://www.philippineconsulatela.org/consular-services-2/notar1als/related-services/duty-free-shipment-of-personal-and-household-effects-into-the-philippines ). I have not heard of the foreigner on a 13a getting any duty free.  

The SRRV does give the foreigner $7,000 worth of duty free household goods shipping. https://pra.gov.ph/srrv/
