I don't see how the IMF's demand to curtail expenses prior to giving a loan is at fault for the rise in TB. The cause for the alleged rise in TB deaths is because the Ukraine does not have enough money to provide basic services to its citizens, but spent money as if they did. That is why their currency and economy was in a tailspin to begin with. The govt. could have easily cut back on military or intelligence spending but opted to cut back pensions and health services. If TB deaths rise as a result, that sounds like a poor decision on the part of the Ukrainian govt. Nobody is sticking a gun to the head of the Ukrainian govt. or any other nation to take the IMF's money. If they don't want the conditions, don't take the money. Of course, one solution would be for the IMF to loan money to poor nations without any conditions. However, since the countries would likely never be able to pay back the loans in these circumstances, the loans would in effect be a redistribution of wealth from the rich to the poor. Isn't that redistribution of wealth the socialism that Global Security is always railing against?
