Chong Hua Hospital Mandaue is not far from Liloan and is one of the best on Cebu Island. If you want a government hospital google would show them near to your exact location.

If you want a government hospital, that is cheap but quality SUCKS I think you will find that Eversley Childs Sanitarium and General Hospital is closest.  Don't let the name fool you, its not only for children.  I knew a 70 year old foreigner who got stuck in there.  Its really bad but it was dirt cheap unless it has changed in the last decade or so.

Most foreigners go to either Chong Hua or Cebu Docs or perhaps cheaper options are Perpetual Succour, South Gen or North Gen

EDIT:  Note that there is a provincial hospital in Danao for minor things but if there are any complications they send you to the city.
