Very interesting, thank you Alan, :thumbs-up-smile: I am sure that story you provided with information on US Health Care Reform and Asian Expatriates will make a lot of long term tourists decide to get some form of permanent residency here rather than them keep renewing their tourist visas.
I think using the Foreign Income Exclusion rules to determine if health care is required is a good method of doing it. The main points to qualify under those rules are that you must be a bona fide resident of a foreign country and cannot be in the US for more than 30 days for the tax year in question. The class of visa you have is irrelevant when determining if you are a bona fide resident or not. Things like a lease, utility accounts, bank account, vehicle ownership etc. go a long way to proving you are a bona fide resident. Those are more difficult to get when you're on a tourist visa but they are possible.

The government says "health care is a right", so why put a gun to your head if you don't want to buy any? Actually the government is selling mandatory privileges and taking away your freedom of choice. .
