Why Does Justice Take So Long Here?

Feb 2006 wth things here move so slow that it often appears to be at a standstill. how can there be justice when it takes years to achieve it? The seven — Col. Orlando de Leon, Lt. Col. Custodio Parcon, Lt. Col. Achilles Segumalian, Maj. Jose Doctolero, Capt. William Upano, Lt. Homer Estolas and Lt. Belinda Ferrer — were acquitted after the military court ruled there was no sufficient evidence against them. Except for Doctolero, Upano and Estola who are members of the Army’s First Scout Ranger Regiment, the rest are with the Marines. With the decision, the officers, except for Segumalian, who reached the mandatory retirement age of 56 while in custody, would be reinstated to the service. But the Armed Forces general court martial did not do the same for the others, as it rejected the dismissal of the charges against nine other officials jailed for their “attempt to create a mutiny” in February 2006. The SGCM-2 denied the motion of nine other officers, led by former Marine commandant retired Maj. Gen. Renato Miranda and former Scout Ranger chief resigned Brig. Gen. Danilo Lim. Aside from Miranda and Lim, those who remained as charged were Marine Col. Ariel Querubin, Maj. Jason Aquino, Captains Montano Almodovar, Isagani Criste, Joey Fontiveros, James Sababan, and Dante Langkit. “These nine will continue to face court proceedings and will continue to be accused in the said case,” the spokesman said. Lim and Querubin were deemed as resigned after they sought Senate seats during the last May 10 polls but lost At a press briefing in Camp Aguinaldo, AFP spokesman Brig. Gen. Jose Mabanta Jr, announced that the AFP’s Special General Court Martial-2 (SGCM-2) , led by Maj. Gen. Jose Gaverza, granted the motion for reconsideration filed by the seven officers seeking the dismissal of the mutiny charges against them. “The Armed Forces would like to announce that its court martial number 2 has acquitted seven officers…we granted the motion of the seven officers asking for a not guilty verdict, rendering them acquitted in the mutiny charges against them,” said Mabanta. “…We are happy that the seven officers are back and they will be placed on full duty status…we hope this will end, if I may say, a very unforgettable episode in the Armed Forces,” added Mabanta. Mabanta said the seven officers will be immediately released from custody after medical, dental checkup and other processes. The seven were among the dozens of Marine and Scout Ranger officers implicated in the February 2006 alleged plot to overthrow the Arroyo administration for supposed cheating in the 2004 presidential polls.
