Or as soon as she can straddle it and her feet reach the ground. A few weeks ago when I was out in the provinces of Bohol I seen plenty of pre-teens riding motorbikes and a few driving trikes. Even seen a couple who'd I say we're around 12-14 years old driving cars. Substitute a 200 peso note for a driver's license and you're all set.
