It can be changed in the legislature, it's not in the constitution.  I just checked.

I recall when Telstra, Australian telco was going to set up here but pulled out after finding it to difficult. Maybe they will have a second go and if you have an issue with something and call for support you will hear on the other end of the phone, G day mate.
